I suppose you could also find some sort of combo with a full hand discard and Head Games, but that's extraordinarily janky, imo. Already existing discard shells can probably afford it as a 1-of, but that is still approaching winmore territory for the most prominent ones. Waste Not is also really strong with the draw lock of Spirit of the Labyrinth and Anvil of Bogardan, providing you with value 66+% of the time, and potentially allowing you to bypass locking yourself out of draws as well. Forced loot / wheels work well with it, as you get a burst of effects with it, while leaving your opponents a hand to loot down later. However, if you really commit to it, there are ways to make it work. That, unfortunately, makes it a bit of a winmore card. It makes your discard a bit better, while being terrible without discard power and an enemy hand. Not only that, but you then typically need to run spot / random discard effects alongside it, which means that the value you gain from it is extraordinarily dependent upon what your opponent has. The problem with Waste Not is that it is a card that has to be committed to, only to end up being virtually dead once your opponents ends up topdecking.
